Your telegram No. 1220 (Boxer Indemnity).
It is satisfactory that you have been able to
secure Isai and the other Chinese member of the Fro-
visional Board. Lord Buxton asks me to express his
thanks to you for the manner in which you have handled
the matter.
As regards British members we agree that Young,
Balme, Hubbard and Miss Spicer are excellent selec-
tions, and will communicate with the first three.
Arnhold is however not suitable and should be omitted.
We agree to Doctor Aspland as provisional secretary
We suggest postponing for the present the appoint-
ment of another British member. Four may prove
sufficient and as there is no obviously suitable
candidate, it would seen preferable to leave this point
over for the consideration of the other British members
after the Board has been constituted.
If it is then
found advisable to appoint a fifth British member they
could be invited to suggest a name.
Presumably, when the four British members have been
secured & public announcement should be made here and
in China of the constitution and personnel of the
Provisional Board. This will require careful wording.
